The City of Humboldt’s planning and development activities are governed through the Planning and Development Act, 2007 as well as the City’s Official Community Plan (OCP) and Zoning Bylaw.

Building & Development Permitting Process
If you are considering a new construction and simply adding on to your property, your first step is to contact the City Planner prior to formal application submission in order to review your project. Our City Planner will assist you in completing all necessary paperwork and help you get started.
It is important to note that the type and complexity of the application has a direct effect upon the processing time. Processing begins only when an application is complete and the applicable fee has been received.

Inquiry & Consultation | Check with the Planning Coordinator to see if the site is properly zoned, that the proposed project complies with City bylaws and/or legislation, review any potential issues and identify supporting materials (e.g. reports, studies, plans, etc.). |
Application and Fee Submission | A complete application includes all required supporting materials, the Development and Building Permit Application Form ‘A’ and the applicable application fee. Acknowledgement of a complete application will be done within 3 business days. |

Issuance of Permit(s) and/or Requests for Further Information | If all conditions are met for approval, the Planning Coordinator will advise and forward the Development and/or Building Permit(s). An applicant may be asked to submit further information, revisions or other items until all conditions are satisfactorily met for the project to proceed. |
Development Fees & Charges
Payment of development fees and/or charges, where applicable, is required, in accordance with the Bylaws of the City of Humboldt.
Permit Time Period
The Development Permit will lapse if construction does not start within six months of the issuance date. This period may be extended by the Development Officer, if requested by the applicant in writing; rationale will have to be provided.

Development Appeals
Development permit decisions and conditions of approval can be appealed to the Humboldt Development Appeals Board. Appeals are made by notifying the Secretary, in writing, to:

Appeals must be made within 30 days from the issuing of the Development Permit notice of decision. A fee of $300, payable to the City of Humboldt, is required for every appeal.
Official Community Plan
Through an approved OCP, municipalities can set out their desired framework for future development by:
- Defining goals, objectives and policies;
- Informing members of the community how Council intends to direct and manage the community’s needs and expectations;
- Clarifying the municipal role in the development process;
- Providing Council with the guidance needed to make municipal decisions and enforce land use decisions;
- Reducing land use conflicts;
- Providing opportunities for input by all affected interests in community planning; and
- Establishing a clear framework for land use, growth and development.
While a City’s OCP typically focuses on growth, development and land use, it also needs to consider factors important for quality of life such as community services, culture and recreation, the environment, and the local economy.
Infrastructure Design Standards
Development of new areas require City Council approval. It should be clear to the Developer that the City wishes to be fully informed in regard to the proposed development prior to granting approvals for the subdivision. To this end the Developer is requested to present his proposal to the City for study and advice prior to approval in principle of the subdivision and development.
Prior to any development taking place, the Developer shall submit a preliminary proposal of development to the City. The proposal shall include pertinent information as to standards of construction, requirements for capacity of water mains, sewer mains, roadways, street patterns, utility easements and other significant aspects relating to the proposed development.
Zoning
Zoning is the process of planning for land use by a municipality to allow certain kids of structures in certain areas. Zoning also includes restrictions in different areas, such as the height of buildings, use of green space, density, use of lots or types of businesses.
When building or renovating a property, you must take into consideration the zoning regulations. All land within the City is assigned a zone.
The City of Humboldt’s Zoning Bylaw outlines the rules that specify how a property may be developed and used.
